This section is about the rules of providing medical assistance to foreign citizens in the Republic of Belarus.

Section 1. Temporarily staying or temporarily residing foreign citizens (no residence permit, refugee status or subsidiary protection)

This category, according to the Law on the Legal Status of Foreign Citizens and Stateless Persons, includes:

1. Temporarily staying foreign citizens are citizens who stay in Belarus for a period of time without registration (example: Ukraine - 30 days, Russia - 90 days) or people who have issued a temporary residence permit (the confirming document is an insert for traveling abroad, it indicates the period of stay).


2. Temporarily residing foreign citizens are people who have obtained a temporary residence permit. This is confirmed by the stamp “Дазвол на часовае пражыванне”.

Section 3. Foreign citizens or stateless persons applying for refugee status, subsidiary protection or asylum in the Republic of Belarus (irrespective of citizenship and temporary stay or temporary residence permit)


This status is confirmed by the following documents:

1. Certificate of registration of the application for refugee status, subsidiary protection or asylum in Belarus (sheet a4 - validity period from 3 to 15 days maximum). As standard, this document is accompanied by the document “Referral for compulsory medical examination”.

2. Certificate of registration of the application for refugee status, subsidiary protection or asylum in Belarus (card, always issued for a period of validity of 6 months. On the back of this document is included a list of the applicant's minor children (if any) + reference to Article 34 of the Law of the Republic of Belarus of June 23, 2008 No. 354-З “On granting foreign citizens and stateless persons refugee status, subsidiary protection, asylum and temporary protection in the Republic of Belarus” (hereinafter referred to as the Law on Refugees).

3. Persons who have been refused refugee status, subsidiary protection or asylum, but who appeal this decision in court are also considered as applicants. In this case it is necessary to apply to the Citizenship and Migration Department.

This status is confirmed by the following documents:   

Certificate of Subsidiary Protection in Belarus (laminated card, always issued for 1 year). On the back of this document a list of the applicant's minor children (if any) is included + a reference to Article 23 of the Law of the Republic of Belarus No. 354-З of June 23, 2008 “On granting foreign citizens and stateless persons refugee status, subsidiary protection, asylum and temporary protection in the Republic of Belarus” (hereinafter referred to as the Law on Refugees).
